he article develops the concept of strategic development management research universities, which is based on current challenges information society, operates under law accelerated in three main areas: provision educational services; R&D, training researchers, scientific and all other economic activities. Obtaining positive effects provided in: intellectualization types activity formation knowledge economy: dominance scientific-technical personnel structure employees - 1/3 total number industry 2/5 growth organizations (more than 10 thousand), researchers 5 million people), journals); massification higher education: planetary universities (17 thousand) students (now almost 200 people, by 2030 more 400 people); internationalization: emergence world markets for services, technical information, IPR; leading players these (world-class transnational publishing holdings, TNCs); international (by 2025 7 informatization digitalization: distance education; electrification digital transformation journals, libraries, patenting; new form R&D (virtual teams, distributed centers) communications (video conferencing, e-mail, placement papers professional web pages) scientometric databases MNBD Web Science Scopus; globalization: global public goods; activities (UN, UNESCO, World Bank, WIPO); deployment space; co-authorship foreign publications, academic mobility; a system evaluating publication basis MNBD; ranking (World SIR) (Reputational rating, Rating QS, Shanghai rating ARWU, Webometrics), etc.
